Intelligent Transport Systems
In line with the Safety Camera Programme Handbook, cameras deployed through the Programme must be done so primarily where they have the greatest potential to reduce injury collisions. Cameras will also be deployed through Intelligent Transport Systems (ITS) through which journey time reliability and road safety can be managed.
Intelligent Transport Systems allow mandatory variable speed limits to be applied so that vehicle speeds can be managed during congestion and in response to incidents such as breakdowns.
Variable speed limits keep traffic moving by controlling the flow of vehicles when a road is congested. Using CCTV cameras and data from traffic flow detectors, Traffic Scotland’s National Control Centre?can monitor traffic levels and lower speed limits to reduce traffic build-up.
A speed limit displayed inside a red circle is legally enforceable. Failure to comply with mandatory variable speed limits is a motoring offence. If you go over the speed limit you could receive a fine.
M90 HADECS Camera System
To keep traffic moving on the M90 over the Forth an improved level of driver behaviour amongst road users is required. To encourage compliance with the variable speed limit a camera enforcement system called HADECS will be operational
A 6-camera spot speed HADECS (Highway Agency Digital Enforcement?and Compliance System) system is deployed on a 22km of the road network between the M90 at Halbeath and the M9 north of Newbridge.
This camera system consists of a series of 6 spot speed cameras in place to encourage improved driver behaviour and enhanced levels of compliance with the variable speed limit. Cameras are located at:
- Halbeath (Southbound)
- Inverkeithing (Southbound)
- Queensferry (Northbound)
- Queensferry (Southbound)
- Kirkliston (Southbound)
- Kirkliston (Northbound)
